The Engineering Division of Public Works is responsible for the Traffic Engineering duties for the City. Our purpose is to maintain safe and efficient traffic management and circulation and make enhancements when necessary. Traffic Engineering includes items related to vehicles, bicycles, pedestrians, all signs, all colored curb marking, pavement markings, pavement striping and on-street parking for all City streets. The efforts are administered and implemented by the City's Traffic Engineer with the assistance of assigned staff. Traffic Engineering also works in conjunction with other City departments to prevent and/or eliminate traffic-related concerns that affect the quality of life of Torrance citizens.
Traffic Engineering duties include the oversight of:
Design and review of plans for traffic signals
Operation, timing and synchronization of traffic signals
Design of all roadway striping and pavement markings for vehicles, cyclists and pedestrians
Design of all traffic control devices for vehicles, cyclists and pedestrians (i.e. signs and colored curb markings)
Design and review of traffic control plans needed for construction projects on or affecting City streets
Response to citizen questions related to traffic engineering

PROCESS FOR SUBMITTING A TRAFFIC-RELATED REQUEST If you wish our office to investigate a request, your request must be submitting in writing either to PWTraffic@TorranceCa.gov or to:

Your email or letter must include a justification for the request and also include your name, address, and phone number so that we may contact you with questions. If all information is provided, your request will be placed on our Work Request list and investigated on a "first come - first serve" basis. The timeframe for our investigation will be based on our current workload. If we approve of the request, a work order will be sent to our Traffic & Lighting Division for implementation. If we can not approve of the request, our office will either contact you or respond in writing with an explanation.
