Additionally, the City Treasurer is the Plan Administrator for the City's Deferred Compensation Plan offered to all City employees. Linda Barnett has served as the elected City Treasurer since March 1994.  Mrs. Barnett was appointed unanimously by the City Council to fill an unexpired term as City Treasurer in March of 1993.  She is currently serving as the Plan Administrator for the Deferred Compensation Plans available to the employees; Treasurer of the Redevelopment Agency; and Treasurer of the Torrance Improvements Corporation.  Mrs. Barnett received her Bachelor of Science Degree in 1983.  Before being appointed and elected to the City Treasurer position, Mrs. Barnett was employed by the City of Torrance and served as the Deputy City Treasurer to the Honorable Thomas C. Rupert, City Treasurer.  Prior to serving as the Deputy City Treasurer, Mrs. Barnett worked in both the Finance Department and the City Treasurer's Office.
